Yes, you are allowed to bring sealed, clear water bottles in through the gate.

No pets, service animals with documentation are permitted.

Yes, you are allowed to bring a backpack. It will be checked and looked through by gate attendants.
Am I allowed to bring an Umbrella?
Yes. You are permitted to bring an umbrella onto the fairgrounds during the Fair.
Can you leave and re-enter the fairgrounds on the same day?
Yes, but you must get your hand stamped at the admission gate when you exit to show for re-entry.
